The International Conference on Sustainable Development of Critical
Infrastructure (IC-SDCI 2014) has been held in Shanghai, China on the
campus of the Shanghai Jiao Tong University (SJTU) on May 16-18 2014.
This was the first joint international conference sponsored by both China
Civil Engineering Society (CCES) and American Society of Civil
Engineers (ASCE). Shanghai is in the midst of developing infrastructure
systems for the entire China; these include all types of infrastructure
systems, from buildings, bridges and tunnels, high-speed rails and
super-highways, to nuclear power plants, and wind and solar energy
systems.
    重大基础设施可持续发展国际会议于2014年5月16～18日在中国上海交通大学举办。
这是历史上中国土木工程学会(CCES)和美国土木工程师学会(ASCE)首次联合主办的国
际学术会议。上海处于整个中国基本建设的中心地带，承建着包括从高层建筑、大跨
度桥梁和长距离隧道、高速铁路和公路到核电站以及风力和太阳能发电设施在内的各
种不同类型的重大基础建设工程。

The IC-SDCI is co-sponsored by a number of international organizations,
including WFEO (World Federation of Engineering Organizations) , 
FEIAP (the Federation of Engineering Institutions of Asia and the Pacific),
IABSE (International Association for Bridge and Structural Engineering),
IASSAR (International Association for Structural Safety and Reliability),
IABMAS (International Association for Bridge Maintenance and Safety),
IALCCE (International Association for Life-Cycle Civil Engineering),
AAES American Association of Engineering Societies)， ACI (American 
Concrete Institute)， ICE (Institution of Civil Engineering, UK),

At same time the IC-SDCI is also supported by CAST (China Association of 
Science and Technology) and CAE (Chinese Academy of Engineering）.
    此次会议得到了世界工程组织联合会，亚洲及太平洋地区工程组织联合会，国际
桥梁及结构工程学会，国际结构安全度与可靠度学会，国际桥梁维护及安全管理学
会，国际全生命周期土木工程学会，美国工程师学会联合会，英国土木工程师学会，
英国结构工程师学会，美国混凝土学会的协办。同时也得到中国科学技术协会、中国
工程院的支持。

During the opening plenary meeting the Chairman of University Council
of SJTU, Professor Sixian Jiang, gave congratulation speech to express
warmly welcome and heartfelt thanks. He mentioned that, Shanghai
Jiaotong University with a long history and profound culture has become
one of the top universities in China. In recent years, the SJTU attaches
great importance to scientific exchanges and cooperation in Education
and achieved fruitful results. On occasion, he sincerely looked forward 
to that all participants may deepen exchange, promote cooperation on this
conference platform. He wished the conference a complete success.
    上海交通大学党委书记姜斯宪在致辞中向所有出席开幕仪式的嘉宾致以诚挚的欢
迎和衷心的感谢，他表示，上海交通大学作为中国一流大学，具有悠久的历史和深厚

The President of ASCE, Mr. Randall S. Over, gave a congratulation
speech by video. He said that, in today's world, people are facing the
increasingly serious energy crisis and environment problem. The
sustainable development has become an important issue. In this context,
civil engineers play a unique role in the protection and renovation of the
environment. All civil engineers should take positive action to give
priority to focus on sustainability and reliability in each of the project
development.
    美国土木工程师学会主席Randall S. Over 先生通过视频发表讲话。他表示，当
今世界面临着日益严峻的环境问题和能源危机，可持续发展成为一项重要的议题。在
此背景下，土木工程师在环境保护与改造方面扮演着独特的角色。所有土木工程师应
该积极行动起来，在每一项工程项目发展中优先和重点考虑可持续性和可靠性。

On behalf of CCES, the Chairman of International Cooperation & Exchange 
Committee of CCES, Professor Xila Liu read a congratulation letter written
by the President of CCES, Mr. Yun Chong Guo. At beginning Mr. Guo expressed
his congratulations on the convening of the conference and many thanks to
Shanghai Jiao Tong University for their excellent organization. He pointed
out that this conference will become a new platform for developing 
engineering technology and exchanging experience in critical infrastructure
between Chinese and international experts, certainly,it will further
promote international technical exchanges in the field of Civil ngineering.

Sustainable Development of Infrastructure”, “Multi-Hazard Risk 
Assessment of Civil Infrastructure Systems, with a Focus on Long Linear
Structures such as Levees”, and “Probabilistic Methodology for
Quantifying Regional Risk Profiles from Sea Level Rise”, respectively.
    美国国家工程院院士、中国工程院外籍院士、ASCE 杰出会员、林同炎国际公司董
事长、邓文中教授，美国国家工程院院士、ASCE 杰出会员、美国加利福尼亚大学
Irvine 分校洪华生教授，ASCE 杰出会员、国际桥梁维护与安全学会创始主席、国际
全寿命土木工程学会创始主席、美国里海大学Dan M. Frangopol 教授，ASCE 杰出会
员、《Structural Safety》杂志创始主编、美国普林斯顿大学Erick Vanmarcke 教
授，美国马里兰大学技术与系统管理中心主任Bial M. Ayyub 教授出席了开幕仪式并
分别作大会主旨发言。他们报告的题目分别是“从一个桥梁工程师的角度看可持续
性”“以可靠性为基础的基础设施设计准则的新现象”“基础设施可持续发展中考
虑‘生命周期’的实际应用”“基础建设中的多灾害评估：长线构筑物－堤坝”“海
平面升高引起的区域灾害风险定量分布图的随机方法”。

In the three days program of the conference there were two Workshops -
Panel Discussions (“Risk Management and Adaption to Climate Change”
and “Practical Application of Life-Cycle Considerations”) and nine
Sessions (“Collapse Control of critical Infrastructure During Strong
Natural Disasters”, “ Monitoring Systems of Long-Span Bridges”,
“Construction Safety of local and Overseas Projects”, “ Transportation
Systems for Regional Sustainable Development”, “ Resilient Electrical
Power Generation & Transmission Systems （I）（II）”，“Robustness of
Critical Infrastructure under Terror Attacks”, “ Disaster Prevention and
Mitigation of Super-High Rise Buildings”, and “Life-Cycle Engineering
of Nuclear Power Systems”). Beside, a technical tour was also arranged,
which included to visit the Shanghai Xian Dai Architectural Design
Group (BIM) , the Shanghai Nuclear Engineering Research and Design
Institute, Dong Hai Bridge, Yang Shan Harbor and Pu Dong construction
view.
    本次会议为期三天，包括两个专题研讨（“灾害管理与应对气候变化”,“考
虑‘生命周期’的实际应用”）和九个分会场（在强自然灾害下重大基础设施的倒塌
控制”，“大跨桥梁的监测系统”，“地方和国际工程的施工安全”，“考虑区域可
持续发展的交通系统”，“可恢复的电力发电和传输系统（I）（II）”，“在恐怖袭
击下基础设施的鲁棒性”，“超高层建筑的防灾减灾”，“核能系统‘生命周期’
工程”）。此外，会议安排了技术参观，包括参观上海现代建筑设计集团的BIM成果，
上海核工程设计研究院，东海大桥，洋山港和浦东建设等。

At Closing Plenary Meeting of May 18th, as Conference Chairmen, Professor 
Alfredo H-S. Ang and Professor Xila Liu gave some remarks.Professor Ang 
reviewed the conference and offered his personal congratulations to SJTU
for the very successful international conference.He believes “the 
conference also very timely deals with topics that are important for the 
sustainable development of infrastructure systems in China and elsewhere in
the world”. He suggested keeping organizing next joint conferences in near
future. Professor Liu mentioned that engineers should “Become a giant”
which means engineers have to touch the sky (to reach the advance level) 
and to stand on the ground (to be practical), do not become, as Chinese 
phrase, “Gentleman on a girder”. He also mentioned that China is the 
biggest developing country and America is the biggest developed country, we
need close cooperation, because we all only have one globe.
    在5月18日的全体闭幕大会上，会议主席洪华生、刘西拉教授做了总结。洪华生教
授回顾了整个会议，对上海交大组织了如此一个非常成功的国际会议表示祝贺；他认
为，会议非常及时地涉及到了中国和世界各国基础设施可持续发展一些重要的议题，
他建议今后继续召开这样的国际会议。刘西拉教授建议，工程师应该成为“巨人”，
要有“顶天立地”的理念，“顶天”就是要高水平。“立地”就是要密切结合本国实
践，不要变成中国成语所说的“梁上君子”。刘教授说，中国作为一个最大的发展中
的国家，美国作为一个最大发达的国家，我们需要密切合作, 因为我们大家只有一个
地球。 

More than 100 experts, professors, engineers, and students attended the
conference; some of them were from America, Canada, Germany, Japan,
Malaysia, Kuwait, and Hong Kong, Taiwan. Many professors and students 
from Tsinghua University, Tongji University, Chongqing University, 
Southeast University, Zhejiang University, Harbin Institute of Technology,
Huazhong University of Science and Technology, and Shanghai Jiao Tong 
University and many researchers from some Chinese research institutes 
also attended the conference. All participants enjoyed extensive exchanges 
and heated discussion during the conference.
    百余名专家、教授、工程师和学生参加了会议，其中有20 余位来宾来自美国、
加拿大、德国、日本、马来西亚、科威特等国和台湾、香港地区。国内清华大学、
同济大学、重庆大学、东南大学、浙江大学、哈尔滨工业大学，华中理工大学、
上海交通大学等高校以及国内外多家科研单位的专家学者在会议中进行了广泛交流和
热烈的讨论。

The Conference has built a platform for all professional practitioners,
academic researchers, government engineers, and operational managers
working in different countries to exchange information, experience, and
knowledge on design, construction and operation in critical infrastructure.
It has also created a good beginning to explore and develop necessary
technology on sustainable engineering systems of critical infrastructure.
As Professor Dan M. Frangopol mentioned in his letter to the Conference
Chairmen, Professor Xila Liu and Professor Alfredo H-S. Ang, he said
that “Thank you for organizing such an interesting and successful
conference. I enjoyed it very much.”
   本次会议召开为各国专业与会者、研究人员、政府工程师和经营人员在重大基建
工程设计、施工和运营方面交流信息、经验及知识搭建了一个平台，为探讨和开发与
重大基建可持续工程系统相关的必要技术创建了良好的开端。正如会后美国的
Dan M. Frangopol 教授在给会议主席刘西拉教授和洪华生教授的信中所说的：
“这是一次非常令人感兴趣的成功的会议。”
