1. PLAQUE PRESENTATION AT THE OERESUND FIXED LINK
On May 2, 2003, at a ceremony, an IABSE Outstanding Structure Award plaque was unveiled by Messrs
Loring A. Wyllie, Jr, Vice-President of IABSE and Chairman of the Awarding Committee, Ilmar
Reepalu,
Mayor of Malmoe and Sven Landelius, Managing Director of the Oeresundsbro Konsortiet - the Owner
and Operator of the Oeresund Link.
This Award has been conferred to the Fixed Link for being “a major piece of infrastructure,
recognised for its innovative planning, design, contracting and construction management”.
Last September President Ito, presented the Award at the Annual Meetings in Melbourne to the Owner,
Oeresundbro Konsortiet, the Structural Engineers and Consultants, ASO Group and The Oeresund Link
Consultants, the Contractors Sundlink Contractors, and the Oeresund Tunnel Contractors.

2. IABSE AWARDS 2003
The Executive Committee has now selected the Laureates for the IABSE Awards to be presented
at the Opening Session of the IABSE Symposium in Antwerp, Belgium, on August 27, 2003. Congratulations
to the Awardees for their well deserved recognitions:
The International Award of Merit in Structural Engineering 2003

will be presented to Mr Michel Virlogeux, France, in recognition of his major contributions
leading to very significant progress in the field of civil engineering, in particular through
the development of external prestressing, landmark cable-stayed bridges and composite structures.
The IABSE Prize 2003

will be presented to Dr Juan A. Sobrino Almunia, Spain, in recognition of his contributions
to the innovative design and rehabilitation of bridges in Spain, contributing to the introduction
of new materials in structural engineering, as well as promoting the use of reliability techniques
in the assessment of existing bridges in Spain and Latin America. This Award honours a Member early
in his or her career for an outstanding achievement in structural engineering.
The Outstanding Paper Award 2002

will be presented to Professor Stefano Sorace and Dr Gloria Terenzi, Italy, for their article
‘Seismic Evaluation and Retrofit of Historical Churches’ (SEI November 2002). This Award recognises
annually an outstanding paper published in ‘Structural Engineering International’. You can
download the article through ‘SEI Online’ available in the ‘Members Only’ area on the IABSE
website (see point 7. of this newsletter)

.ORG is one of the seven original “generic” Top Level Domains (.COM,.NET, .GOV, .EDU, .ORG, .MIL,
.INT) .ORG is mainly used by non-commercial entities. As most Internet users already expect
to find non-profit organisations under .ORG, ‘www.iabse.org’ will make it easier to find and
remember the IABSE website.
All email addresses carrying the ending ‘@iabse.ethz.ch’ have also changed to ‘@iabse.org’
(e.g. secretariat@iabse.org).
The previous addresses remain in operation for a couple of months.
5. SEI CALL FOR ABSTRACTS
Call for Abstracts SEI 1/2004 - Structures in China
---------------------------------------------------
Are you currently involved in the planning, design, construction or operation of an outstanding
structure in China? (This includes bridges, buildings, towers, sports, cultural or industrial
structures, etc.). Would you like to share your concepts, ideas and experiences in realising
this project with both your fellow IABSE members and the international SEI readership?
SEI 1/2004 (February 2004) will present approx. 12 ‘Structures’ articles showcasing the high-level
of structural and civil engineering works, recently constructed or currently underway in China.
Civil engineering structures completed after January 1, 2002 or under construction will be considered.
We invite you to send a one page abstract of your paper to be considered for this series by August 8,
2003 to Ms Carolyn Irwin, IABSE Publications Manager mailto:irwin@iabse.org or to Dr XU Dong,

6. NEWS FROM THE MEMBERS
- Per Tveit, Norway, presents a manuscript summarising 21 lectures on the Network Arch Bridge
on the internet. This presentation should be of interest to all IABSE Members. The author says
“Optimal network arches have inclined hangers that cross each other at least two times. The tie
is a concrete slab. This will remain the world’s most slender arch bridge. Compared to conventional
steel bridges the optimal network arch saves 50-70% of the steel weight.”

- Enrique Alarcon, was elected President of the Spanish Academy of Engineering for the period
2003-2006. On February 13, 2003, he was presented a Dr Honoris Causa Degree by the Department
of Mathematics and the Department of Mechanics of Continuous Media of the University Carlos III
in Madrid, Spain. Our congratulations and best wishes to Professor Alarcon.
- Rudolf Dieterle, started in his new position as Director of the ‘Swiss Federal Highway Administration’
on May 2, 2003. A Member of IABSE since 1989, R. Dieterle received his Dr. sc. techn. degree from
the ‘Swiss Federal Institute of Technology’, Zurich, at the same time as he obtained a degree
in political economics from the University of Zurich. He gained professional experience in a civil
engineering company, then in a computer-aided engineering servicing company. He joined the State
of Bern Highway Administration as the Director in 1998. A number of challenges - more political
/financial than technical - await Dr Dieterle in his new position: individual and public transport,
traffic in urban areas and safety improvement through speed reduction, goods transport on international
routes across Switzerland, etc.
We wish Rudolf Dieterle success in his actions and contributions towards a sustainable transport
policy both in Switzerland and in Europe.

8. MAY SPECIAL: ‘STRUCTURES FOR THE FUTURE’
This IABSE Symposium, was held in Rio de Janeiro, August 1999. In designing and building Structures
for the Future, structural engineers have to constantly keep in mind the Search for Quality.
This reaffirms the great responsibility carried structural engineers, to build safe and durable
structures. The conference report presents 155 contributions (336 pages) addressing the following
themes: Durability and Robustness / Aesthetics / Sustainability / Maintenance and Reliability /
Monitoring / Serviceability / Design Criteria / Rehabilitation and Preservation / Information Technology / Construction.
The Keynote Lectures were introduced by: Peter Head, UK; Armando Rito, Portugal; Jorge Vanegas,
USA; Kyuichi Maruyama, Japan; Helmut Wenzel, Austria; Steen Rostam, Denmark; Nelson S. Galgoul,
